The best compression for a particular dataset may require more CPU time than is available on the short term to complete a time-sensitive task. If CPU loads burst high over the short term, but average down over the longer term, those low load points can be used to reprocess previously losslessly compressed content into more tightly compressed lossless formats.

Over the even longer term, ongoing decreases in storage prices may mean that spending additional CPU time (and in effect energy [kWh] ) may make it cost ineffective to reprocess previously compressed content just to recover a small amount of space. If reprocessing can recover a large amount of space, then it's value is effectively higher.
