But the bigger problem would probably be that fibres are designed to reflect inwards as efficiently as reasonably possible, whereas you want it to scatter to be visible outside.

Tracer LEDs used to be standard in DSX1 and DSX3 patchbays; there's just an extra wire molded along with the signal cables, and it gets its own little pin jack. Activate the tracer anywhere in the circuit, and all the LEDs flash, everywhere it appears. The cables themselves didn't light up, but it should be possible, since the tracer voltage is

There are self-tracing ethernet cables with LEDs in the ends, you push the button on one end and both ends light up. These have to supply their own power though, since it's not built into the ethernet concept. I wonder why nobody's made PoE-glowing cables yet. Hmmmm.
